Abstract: This paper first gives a review of the research on industrial cluster, enumerates several examples that industrial cluster boosts the regional economy and analyzes the prerequisite of formation of industrial cluster. It also discusses the role of the government in cluster programming and puts forward the countermeasures that the local governments should take in developing the industrial cluster.
