Abstract: Migrant workers especially the new generation of migrant workers has become an important force in China's socialist construction.Spiritual and cultural life of the second-generation migrant labor is directly related to the urban life quality and happiness index,which affect social stability.With the sample survey from the second-generation of migrant labors,there are serious shortage of cultural life because of the subjective and objective conditions.It is important to increase enforcement of labor laws and regulations in order to avoid their "leisure right empty" and increase government investment in public cultural facilities.Grass-roots organizations of government should fully play the role of organizing rich and colorful cultural activities in various forms.It is the inevitable requirement to rich the new generation migrant workers' spiritual and cultural life.
