Abstract: Since the lag of the policy support system of Guangdong's Industry-University-Research Cooperation (IURC), this paper built the policy support system of IURC of Guangdong from the perspective of dynamic evolution. Combined with the current situation of IURC policy system and the economic development of Guangdong, the policy support system of IURC was formed through the interactive evolution of cooperation subject-model, behavior-mechanism and environment-system. The formation and development of IURC policy support system was a process of dynamic and creative, whose smooth promotion depended on the effective role which had been played by subject, behavior and environment in the cooperation framework. The construction of the policy support system of IURC of Guangdong province will promote the policy of IURC more systematic, standardized and comprehensive, will promote the development of IURC, and ultimately contribute to the acceleration of the economic transformation, industrial upgrading and industrial international competitiveness of Guangdong.
