Abstract: This paper demonstrates the science system and main contents of Jiang Zemin's thought about the construction of the national defense and the army in the new periods,exposes the scientific char acteristics and reality of the military strategic ideas of winning the local war based on high-technology,points out that it is essentially important to strengthen the construction of national defense and the army in the new periods,and suggests a series of important measures.
