实施人才强国战略途径及其反馈基模分析

On the implementation of the strategic way of making the country powerful by talents and analysis of the feedback base model

  • 摘要: 本文介绍了经济全球化给中国人才工作带来的种种挑战,阐明了中国面对全球的人才竞争加剧的情况下提出的人才强国战略,用学习型组织理论中的反馈基模分析了引进人才与本系统人才开发两种基本战略途径对实施"人才强国战略"的影响,并提出了系统内人才开发的几点对策.

     

    Abstract: The paper introduces the various challenges brought forth to the Chinese talent work by the economic globalization and expounds the strategy of making the country by talents that China puts forward under the situation of the global increased competition for talents.Particularly,we use the feedback base model of the studying type organization theory to analyse the influence of two basic approaches——introducing talents and developing talents within the system——on the strategic way of making the country powerful by talents and put forward some suggestions about developing talents within the system.
