摘要: 20多年来的国企改革,已经逐步深入企业体制内部,但是,由于我国渐进式改革和政治体制改革滞后等因素的影响,国企改革始终没有摆脱国家与企业利益关系调整的局限,国企处在改革的被动地位,管理没有得到应有的加强和改进。国企管理的现状及其面对新世纪生存环境的挑战(即经济全球化、经济知识化、市场化改革的加快、经济增长方式的转变等)已经或将带给国有企业强大的冲击,因此,国企除了加强管理,并不断创新,别无他路。Abstract: The reforms of state owned enterprises have been gradually carried out in the interior system of enterprises.But affected by the gradualism of enterprise reforms and the stagnancy in the reforms of political system,the reforms of state owned enterprises have never gone beyond the adjustment of the relationship between the interests of the state and the enterprises.As a result,the state owned enterprises have been taking the passive reforms,without much enforcement and improvement in their management.The situations and the severe challenges that state owned enterprises are confronted with in the 21th century have brought or will bring a great impact on the reforms of state owend enterprises.There is no way out unless the state owned enterprises quicken their paces in enforcing their management and enhancing their creativity.
