Abstract: The key factors restricting the continuous development of the college-based training programs lie in three aspects: the lack of smooth operation in management coordination mechanism,the lack of necessary integration of cultivating resources and ignorance of the long-term plans for personnel training.The key to this problem lies in establishing and improving relevant policies,strengthening coordination to integrate training base resources,bringing the programs into the overall development plans in provincial higher education,and developing better functions of government and education authorities in the college-based military personnel training programs.
