Abstract: Enhancing the governance capacity in the cultural field under informatization conditions is an important strategic task for cultural development during the 15th Five-Year Plan period. It holds significant and far-reaching implications for advancing the modernization of national governance capacity, stimulating the vitality of cultural innovation and creativity across the nation, and consolidating the Party’s cultural leadership and cultural subjectivity. Its theoretical logic lies in: taking Marxism as the theoretical premise to solidify the ideological foundation of cultural governance; using socialist core values as the endogenous driving force to guide cultural governance; aiming to enhance the influence of Chinese culture through innovative cultural dissemination methods; ultimately aiming to improve the level of social civilization and promote the free and comprehensive development of individuals. Faced with the opportunities and challenges brought by the in-depth development of digitalization, networking, and intelligence, during the 15th Five-Year Plan period, it is imperative to strengthen the Party’s comprehensive leadership over ideological and online content construction, promote the systematic integration of new technologies such as artificial intelligence with cultural construction, build a modern cultural governance structure featuring multi-stakeholder collaboration and online-offline linkage, and strengthen the construction of the rule of law in cyberspace, contributing to the building of a socialist cultural powerhouse and advancing the Chinese path to modernization.
