根治海河运动中民工劳动积极性影响机制研究

Influence Mechanism of Migrant Workers’ Labor Enthusiasm in Permanently Harnessing the Haihe River Movement

  • 摘要: 根治海河运动是集体化时期开展的一项大规模群众性治水运动。与当时农村生产队中普遍存在的劳动松散、效率偏低不同的是,海河工地上民工的劳动紧张且高效。这种反差,很大程度上源于民工独特的组织模式和管理制度。工地上的民工被编入高度组织化的集体,劳动力构成整齐、工种相对单一,利于监督与管理。工程指挥部不仅持续开展思想工作,将竞赛评比作为提前完工的督促方法,还推行了包干负责的劳动制度。这些做法,既延续了中国共产党在革命年代形成的传统工作方法,也体现了中华人民共和国成立后对计划经济的理解与实践,更在一定程度上蕴含了后来改革开放方向的制度雏形。在多种因素的共同作用下,参与根治海河的民工保持了较高的劳动积极性,展现出中国共产党在革命与建设历程中,对高效管理方法与制度建设的探索与实践。

     

    Abstract: The permanently harnessing the Haihe River movement was a large-scale mass water management campaign carried out during the collectivization period. Unlike the generally lax labor and low efficiency prevalent in rural production teams at that time, the migrant workers on the Haihe River construction site worked intensely and efficiently. This contrast was largely due to the unique organizational model and management system of the migrant workers. The migrant workers on the construction site were organized into highly structured collectives with neatly organized labor forces and relatively simple job types, facilitating supervision and management. The project headquarters not only continuously carried out ideological work and used competition and evaluation as a method to urge early completion, but also implemented a responsibility-based labor system. These practices not only continued the traditional working methods formed by the Communist Party of China during the revolutionary era, but also reflected the understanding and practice of planned economy after the founding of the People's Republic of China, and to a certain extent, contained the embryonic form of the system that later led to the direction of reform and opening up. Driven by various factors, the migrant workers participating in the radicalization of the Haihe River maintained a high level of labor enthusiasm, demonstrating the Communist Party of China’s exploration and practice of efficient management methods and system construction in the process of revolution and construction.
