安全挑战与教育应对:马来西亚学校防务安全教育改革

Security Challenges and Educational Responses: The Reform of School Defense and Security Education in Malaysia

  • 摘要: 冷战结束后,马来西亚基于地区防务安全史和现状,重新调整国家安全目标,并通过更新经济政策和稳定国内民族关系,力求实现该目标。政府也认为学校防务安全教育可以基于不同的教育内容,促进经济发展和民族关系稳定,合力实现国家安全,这些均构成马来西亚学校防务安全教育的新语境。由此,马来西亚先后提出PLKN和MFLS等学校防务安全教育计划,革新后备军制度并保留原有的志愿性防务安全教育项目,共同展现了22年来马来西亚学校防务安全教育的轮廓。马来西亚地缘特殊,中马两国具有南海安全视角下的部分发展相似性,研究其学校防务安全教育实践,既可增强对马来西亚的认知,又能吸取其学校防务安全教育精华为我所用。

     

    Abstract: After the end of the Cold War, Malaysia readjusted its national security objectives based on the historical and current context of regional defense security, aiming to achieve these goals by updating economic policies and stabilizing domestic ethnic relations. The government also believed that school defense and security education can promote economic development and enhance ethnic relationship stability by involving different education contents, and hereby facilitate the realization of national security, which constitutes the new context of school defense and security education in Malaysia. Accordingly, Malaysia implemented PLKN, MFLS and other school defense and security education programs, reformed the Askar Wataniah and maintained the original voluntary defense and security education programs, which have jointly presented the outline of Malaysia’s school defense and security education in the past 22 years. Given Malaysia’s unique geopolitical position and its partial developmental parallels with China regarding security perspectives in the South China Sea, studying the practice of its school defense and security education is not only significant in enhancing China’s understanding of Malaysia, but also providing useful guide to advance school defense and security education in China.
