欧盟老年人数字技术教育战略及启示研究基于《老年人的基本权利:确保在数字社会中获得公共服务》分析

  • 摘要: 在人口老龄化和数字技术迅速发展的现状下,欧盟持续推动老年人数字技术教育。文章采用文献分析法,在简要梳理欧盟老年人数字技术教育发展历程的基础上,重点分析了欧盟最新数字战略《老年人的基本权利:确保在数字社会中获得公共服务》战略要点。结合我国老年人数字技术教育国情,文章提出了进一步发展行动战略:完善法律法规以加强系统保障、设立分层目标以弥合数字鸿沟、建立常态监测以支持循证治理。研究结果可为提升我国老年人数字技术水平、促进数字包容带来参考。

     

    Abstract: In the context of rapid population aging and accelerated digital technology development, the European Union has been continuously advancing digital technology education for older adults. Adopting a literature analysis approach, this article began by tracing the evolution of digital technology education for older adults in the European Union. It then conduced a focused analysis of the strategic imperatives outlined in the seminal EU report, Fundamental Rights of Older Persons: Ensuring Access to Public Services in Digital Societies. Based on this analysis and the current situation in China, the paper proposed a strategic framework for further development, including: improving legal and regulatory systems to enhance systemic support, setting tiered goals to bridge the digital divide, and establishing regular monitoring mechanisms to support evidence-based governance. This research could inform efforts to improve digital literacy among older adults in China and foster digital inclusion.
