Abstract: The comprehensive revitalization of rural areas depends on the promotion of policies, but the implementation of all grass-roots subjects is crucial to the implementation of relevant policies. At present, there are “grass-roots idling” phenomena such as selective, superficial and perfunctory in the grass-roots implementation of rural revitalization policy. Based on the theory of elite capture, the passive capture of the township governments, the active capture of the rural elites and the recognition and capture of the ordinary villagers were found to be the internal reasons for the “idling” of the policy. Therefore, democracy mechanisms and methods such as strengthen the villages and towns government service credibility, reshape rural elite village service environment and cultivate people’s main body consciousness of ordinary villagers should be taken. “The whole-process democracy” can promote the effective implementation of rural revitalization policies at the grassroots level, promote the modernization of agriculture and rural areas, and write a new chapter for the realization of comprehensive rural revitalization.
