Abstract: At present, the PPP mode pension project focused on the medical combination, industry for aged people and aged apartment. There were four characteristics in the investment: regional imbalance, low total project amount, low single project investment amount and long project investment period, and the main return mechanism of PPP mode pension project was user payment. Nowadays, the main problems faced by the PPP pension projects were the imbalance between supply and demand of pension products and services, the government's fiscal revenue was difficult to maintain the existing pension demand expenditure, and the laws and policies related to the PPP pension projects had to be improved. Therefore, in order to improve the decision-making level of PPP pension project investment, it was necessary to improve the laws and regulations related to the PPP pension service, improving the leading role of the government in the financing system of the PPP pension project, and built a reasonable investment return mechanism for the PPP pension project and increased the support for the PPP pension project.
