Abstract: The common ideological basis is the core content of national cultural soft power and the largest common divisor of social consensus. In the micro era, we need to accurately grasp the scientific connotation of the common ideological basis, pay close attention to the development and change of network communication technology, criticize clearly the influence of erroneous ideological trends such as democratic socialism, new liberalism, postmodernism and “universal value”, establish the concept of holistic governance, and explore the overall governance pattern with the participation of relevant party and government departments, internet enterprises, social organizations and netizens. We should strengthen the linkage resonance between virtual society and real society, learn from foreign mature governance experience and practice, and form a new integrated governance system combining legal norms, administrative supervision, industry self-discipline, technical guarantee, public supervision and social education.
