促进企业产品绿色升级的最优环境政策选择

Optimal Environmental Policy Choice for Promoting Green Upgrading of Enterprise Products

  • 摘要: 在考虑产品竞争、产品绿色水平、绿色消费偏好等因素的基础上,建立了政府与双寡头企业之间的三阶段博弈模型,并用数据仿真了单一政府补贴以及环境税+政府补贴政策组合效果。研究结果显示,单一政府补贴或政策组合效果均存在最佳效率点;相对于单一政府补贴政策来说,环境税+政府补贴的政策组合显著增强了企业产品绿色升级的效果,对所有产品的绿色水平提升均有促进作用;但当环境税收强度和政府补贴力度同比例增强时,社会福利则有下降的趋势。

     

    Abstract: Considering the factors of product competition, product green level and consumers’ green preference, a three-stage game model between government and two competitive enterprises is established. Then the effects of single government subsidy and combination of environmental tax and government subsidy policies are simulated with data. The results show that there are optimal efficiency points in the effect of single government subsidy or policy combination; compared with single government subsidy policy, the policy combination of environmental tax and government subsidy significantly enhances the effect of green upgrading of enterprise products and promotes the green level of all products; but when the intensity of environmental tax and government subsidy increase in proportion, social welfare benefits have a downward trend.
