Abstract: The construction and evaluation of green low-carbon circular economic system are always important research contents of promoting the construction of ecological civilization. Based on Analytic Hierarchy Process (AHP), 33 indicators from the four dimensions of economic development, resources environment, resource utilization, and social security were chosen to build an evaluation system to evaluate the green low-carbon and circular economy development level of Jiangxi province including it’s 11 cities during 2008 to 2017. The results showed the following points. First, the green low-carbon cycle economy development level in Jiangxi province from 2008 to 2017 had been increasing year by year, especially rapidly after 2016. Second, the social security and economic development of Jiangxi province were relatively rapid, while resource environment and resource utilization were relatively slow. Third, There was a big difference in the scores of the development level of green low carbon circular economy among 11 prefecture level cities in Jiangxi province. Forth, In terms of economic development and social security, there was a big gap among the different cities, while there was not much difference between resource environment and resource utilization.
