Abstract: General Secretary Xi Jinping clearly put forward the cultural proposition of “adhering to the standpoint of Chinese culture” for the first time in the report of the 19th National Congress of the Communist Party of China. Attaching importance to and promoting the excellent traditional Chinese culture is the clear background of Xi Jinping’s socialist thought with Chinese characteristics in the new era. The excellent traditional culture “Guan School”, which was cultivated in the fertile soil of culture, was born and developed in Xi Jinping’s ancestor Shaanxi. The essence of Guan School has naturally become an important traditional cultural thought resource and nourishment for Xi Jinping’s mass outlook. Based on the decisive victory of building a well-off society in an all-round way, deeply digging into the regional cultural characteristics of Xi Jinping’s concept of the masses, which is conducive to the promotion of outstanding traditional culture in the new era in accordance with local conditions, and at the same time effectively implement the party’s mass line in accordance with local conditions more realistic.
