Abstract: At present, China has entered a critical period of building an innovational nation, and the contribution of technological progress to economic growth has remained in a limited range. We found that the main reason for this situation was the lack of policy supply by a deep analysis. Through the analysis of management methods for the transformation of scientific and technological achievements of Jiangxi universities and colleges, which is one of the major sources of scientific and technological achievements supply, and a questionnaire survey and interview with teachers in colleges and universities, we found that there are imperfect rules and regulations in the policy supply of the transformation of scientific and technological achievements of university. Meantime, colleges and universities are not completely formulated in accordance with the policies of the country and the region, the rules for the implementation of the maneuverability in the process of the transformation of scientific and technological achievements need to be strengthened. In order to improve the scientific research supply capacity of colleges and universities, link the effective demand of enterprises, and improve the personnel training system, this paper puts forward policy recommendations to promote the transformation of scientific and technological achievements in universities.
