Abstract: Technology transfer can be divided into horizontal diffusion and vertical transfer. The efficiency of technology transfer is influenced by the level of effort from technical supply side and the level of cooperative intensity from technical demand side. The asymmetric information, such as input of production factors, from the two sides in the process of technology transfer can lead to moral hazards. Based on the game theory, this paper constructs moral hazard model between enterprises from the horizontal diffusion and on the basis of principal-agent theory, the moral hazard model of scientific research institutions from vertical transfer is constructed. Through mechanism research, combined with complementary assets, proposals to eliminate moral hazards are put forward.
