摘要: 日本临时行政调查会注意吸收民间经验丰富、学识渊博和具有一定声望者组成专家智囊团,为政府行政改革出谋划策。20世纪80年代日本三公社民营化改革的实现,是实施第二次临时行政调查会答询报告的结果,临调改革的最大成果体现在民营化上。民营化改革扩大了执政党的权力基础,缩小了执政党与在野党之间逆转的可能性,从政策层面固化了两者之间的关系,弱化了在野党的支持基础。Abstract: Temporary administrative investigation of Japan gave advice for the administrative reform of the government by forming a team of wisdom constituted with folk talents who had a lot of experence,profound knowledge and a degree of fame. The implementation of the Japanese Three Commune's privatization reform in 1980s was the result of conducting the report of the second temporary administrative investigation.This reform's biggest outcome was privatization.It was embodied in expanding the power base of the ruling party,reducing the possibility of reverse between the ins and the outs,shoring up their relationship in policy terms,and weakening the base of support for the opposition.
