Abstract: The personnel training target is the fundamental problem in the development of the local colleges and universities. It holds that it should take the initiative to meet the needs of local reality and industrial development. In accordance with the overall thinking of "expand service scope, integrate into the local development, reform training mode, update the employment concept" three interactions concerning to talent training mechanism can be under construction, which contains "the construction of disciplines and industries and local development, personnel training mode and quality requirements of post ability, the full employment service and student employment demand". The aforesaid universities should target in the training of specialists, seek development of differentiation and dislocation competition, and break the graduates' employment problems in local colleges and universities.
