Abstract: In the fourth plenary session of the 18th Central Committee, the rule of law as the theme for the first time was proposed. This session also proposed the major policy decisions and arrangements to comprehensively promote the rule of law, to construct the socialist legal system with Chinese characteristics, and to build the socialist country ruled by law. Therefore, in the new historical period, accelerating the pace of construction of rule of law has become a realistic need. But in the author's opinion, as far as the special historical period of China was concerned, on the basis of recognizing the bearing of historical mission, further exploring the basic direction for the development of the current construction of Rule of Law from the three aspects:the material basis, value orientation and operation mechanism, is not only a necessary prerequisite for promoting the process of constructing Rule of Law, simultaneously also is the very important meaning to further accelerate the pace of constructing Rule of Law in contemporary China.
