Abstract: Social capital is the social participants in a long-term relationship gradually formed the common participation of the network, which contain the elements such as trust and norms. It is an important resource of party to carry out the mass line. However, in the current period of social transformation, our social system in modern social capital stock is not high, people based on trust, norms and to participate in the network of social capital development is not mature. Therefore, the party must attach great importance to the cultivation of social capital, through perfecting related mechanism, changing management mode, strengthening propaganda and education and developing social organizations and other ways, to ensure that the party's mass line practice made solid progress.
