Abstract: The behavior of state intervention in the economy should be in the overall interest of the community as a guide. However, the existing state intervention in the economy's behavior is due to "government failure", resulting in dysfunction and effectiveness of intervention abatement. This makes the control of government power becomes necessary. The Chinese government's powers should be regulated and controlled, consideration should be strong in both the 30-year plan of economic path dependence. Otherwise, the argument generated a deeper foundation displacement will occur. Modern market economy is the key to the power of boundary delimitation government. The government rent-seeking interests of its own limitations within the minimum range, the best interests of the resources left to market players, giving citizens.
