Abstract: In recent years, there are some undesirable phenomena in colleges and universities such as inadequate coverage broad of the party's grassroots organizations, lack of powerful fighting force, ignorance of party construction and weak organization consciousness of some party members. This paper points out that it is not a shift in the relationship between strengthening administration of the teachers and staff's party branch and teaching and research, but a relationship of promoting mutual and common development. And it also proposes some effective measures to strengthen the grassroots party building on how to support grassroots organizations in terms of human and finance, maintain the party's advanced nature and purity, and enhance combat effectiveness and cohesion of grassroots organizations.
