On the Introduction of High-level Talents in the Local Engineering Colleges

Abstract
Local engineering colleges had difficulty in attracting and employing high-level talents. The talents planning lacked characteristics. The talents evaluation mechanisms were designed unscientifically, and the construction of talents team was poorly designed. Those were major issues faced by local engineering colleges. This research, with a scientific and reasonable talents planning designed by school board, is trying to build up an evaluation and service oriented system which is led by innovation, creativity and quality, and to change the pattern of attracting talents people from denotative expansion to connotation development. And this research attempts to combine the talents employment with the overall development strategy, in order to promote a sound and rapid development.
