Abstract
Since the 1970s,with the adjustment of the American Asian strategy, the implementation of the global active attack strategy of Soviet Union and the emergence of "power vacuum" of Southeastern Asia,Japan pursued the strategy of transforming the economic power into the political power and under the frame of the Japanese-American safety system, actively adjusted the safety strategy and tried to increase the defense strength, putting forward the comprehensive and initiative safety policy and expanding the military safety scope to the Southeastern Asian areas for the purpose of playing the safe role in the East Asia. However, this effort not only caused the vigilance of the Eastern Asian Union countries, but was also opposed by the Japanese internal peaceful forces and restrained by America.
