On the current situation and reform of higher education legislation in our country

Higher education legislation has achieved initial results in legal system,rights in higher education and management system,etc.in our country.But with the development of our society,the present Higher Education Law exposes its shortages in practice,such as incomplete legal system,too much principles in law,less regulations about rights and duties,"stressing entity and neglecting procedure",etc.,which,to a large extent,influences the establishment of legal system in higher education and blocks the process of "run school by law",therefore,it needs addition,revision and perfection.We should renew our ideas,sort out legal regulations,perfect and innovate in legal system so as to realize the development and perfection of higher education legislation.
