Real Bottlenecks Encountered in the New Urbanization Process and Its Breakthrough

New urbanization has brought not only the changes of physical appearance to the town,but also the profound changes of people and society.It encountered various practical problems such as ideology,urban household registration,construction land and so on.In order to promote the new urbanization effectively,we must cultivate the ideology of people-first,change the emphases from space urbanization to population urbanization,improve the household registration system to offer urban public services to the transferred agricultural population,make scientific plans to increase both functions and efficiency in construction land usage,optimize the urban form to enhance its adaptability of requirements for people left agricultural work,reform the fiscal and taxation system to provide power for local government to absorb the transferred agricultural population,and cultivate the spirit of open inclusive to encourage them to integrate into the urban society.
