Entering the Era of“General Welfare”：the Rational Choice of Chinese Social Policy

Chinese traditional social policies tend to be compensationoriented. It is formed under the background of Chinese authoritarianism, the relatively stable economic environment, the traditional welfare culture and weak corporatism. However, the Chinese compensation type of social policy faces many challenges,being required to transform to the "general welfare".The paper made some suggestions about social policy of"general welfare" from the basic concept of"fair development", government responsibility, financing systems, legislation, policy's capacitybuilding.
