The strategic design for raising higher education efficiency

The situation of enlarging enrollment of students in the higher learning institutions has been studied in the paper. The possibility and necessity to raise teaching efficiency are presented under the conditions of ensuring teaching quality of the higher learning institutions. The strategy and measures to raise teaching efficiency are also presented.
