Because administrative power dominates the relations between nation and society,the people obey the administrative rule according to their instinctive trust in administrative power,and get rid of the rule of law.So administrative power becomes the fundamental factor for which the rule of law faces dilemma in China.Only by weakening the domination of administrative power on the relations between nation and society and reforming the administrative system can the rule of lawin China be implemented.
