On the theoretical innovation of democracy and legal system

The article summarizes and demonstrates theoretical innovation in democracy and legal system of the report delivered by Jiang Zemin at the opening of the 16th CPC Party Congress.This report put forward for the first time the thought that "developing socialist democracy and establishing a socialist political civilization are an important goal for building a well-off society in an all-round way," which deepens people's realization of what's socialism and how it should be built".It put forward the idea that "inner-party democracy is the life of the Party,and plays an important exemplary and leading role in people's democracy," which shows clearly the direction for further development of improving democracy system and enriching forms of democracy;and it enhances the concept of "ruling the country by law",which has great instructive significance for strengthening and improving the Party's leadership,enhancing Party's capability of governance and consolidating the Party's ruling status.
