The common feature of the administrative power employs the power itself to the public with hope,whereas the pcrsonality of the administrative power makes it deviate and regress.Its result and effect which departs the public expectation.To regress this deviation,three major approaches must be adopted:the source of the engender of the administrative power,the stractural system of the power and its punishment.
