A Review on National Defense Construction at New Times

Based on long term observation and deep consideration of the international affairs,Mr.Deng Xiaoping made a momentous decision that National Defense Construction must defer to and give service to the overall situation of National Economic construction.He maitained that military equipment be improved on the basis of the continual development of national economy so as to accelerate the modernization of National Defense Construction,and put forward that a modern and regular army should be established only after organizations are reduced,a reasonable staff system is established and the ideology education is improved.In addition,he requested that the scientific construction of National Defense should adhere to self dependence and open door policy in order to break the western countrie's plot of holding the monopoly on Hi tech and sensitive techniques.
