Constraints on Japan's “Returning to Asia”

Since 1990,Japan has strengthened its cooperation with the countries in East Asia while stressing "returning to Asia" in its diplomatic strategies. However,it has not been fully recognized as one member of the East Asia. In order to achieve this goal,Japan should solve the following issues. Firstly,it should try to be honest and reliable by shouldering its responsibilities and improving its national image. Secondly,it should try to win the trust of the neighbouring countries by building mutual trust mechanism with them. Finally,it should balance its diplomacy with USA and Asia so as to clearly define its status in Asia.
