Running the country with moral is a great strategy to quicken the process of establishing the socialist market economy system.This paper states the realistic significance of valuing both the rule of moral and the rule of law,raising the points that the ideal and the conviction are the basis of moral construction,and that the administrative moral is the core of moral ruling.In order to carry out moral ruling,we must strengthen both the education of ideas and conviction and the moral construction of the administrators.
