Three-dimensional Analysis Mechanism of Artificial Intelligence Industry Policies in the Context of Digital-intelligent IntegrationAn Empirical Study Based on Jiangxi Province (2014—2025)

Under the macro background of the in-depth integration of the digital economy and the digital and intelligent transformation of the real economy, the role of artificial intelligence is becoming increasingly prominent. In this process, Jiangxi Province, relying on the “2+6+N” advantageous industrial foundation such as electronic information and non-ferrous metals, has successively introduced a series of “Intelligent Connection Jiangxi” policies for the artificial intelligence industry, promoting the intelligent transformation of the artificial intelligence industry. Based on bibliometric method, content analysis method and grey relational degree analysis, this article constructs a policy analysis framework of “tool - subject - goal” in three dimensions, and conducts quantitative analysis on the external characteristics, internal structure and element synergy of 79 artificial intelligent-related policies issued by Jiangxi Province from 2014 to 2025. Based on the analysis results, four optimization suggestions are put forward for the artificial intelligence industry in Jiangxi Province, including enhancing policy tools such as intellectual property rights and public purchasing, consolidating the position of policy subjects on the supply side and enhancing the participation of policy subjects on the demand side, building a policy goal supported by the “talent + innovation + governance” triangle, and strengthening the synergy between the demand-side entities and the “talent + innovation + governance” goals and policy tools.
