Europe Union’s Strategies for Digital Technology Education for Older Adults and Its ImplicationsBased on an Analysis of Fundamental Rights of Older People: Ensuring Access to Public Services in Digital Societies

In the context of rapid population aging and accelerated digital technology development, the European Union has been continuously advancing digital technology education for older adults. Adopting a literature analysis approach, this article began by tracing the evolution of digital technology education for older adults in the European Union. It then conduced a focused analysis of the strategic imperatives outlined in the seminal EU report, Fundamental Rights of Older Persons: Ensuring Access to Public Services in Digital Societies. Based on this analysis and the current situation in China, the paper proposed a strategic framework for further development, including: improving legal and regulatory systems to enhance systemic support, setting tiered goals to bridge the digital divide, and establishing regular monitoring mechanisms to support evidence-based governance. This research could inform efforts to improve digital literacy among older adults in China and foster digital inclusion.
