Europe Union’s Strategies for Digital Technology Education for Older Adults and Its ImplicationsBased on an Analysis of Fundamental Rights of Older People: Ensuring Access to Public Services in Digital Societies

  • In the context of rapid population aging and accelerated digital technology development, the European Union has been continuously advancing digital technology education for older adults. Adopting a literature analysis approach, this article began by tracing the evolution of digital technology education for older adults in the European Union. It then conduced a focused analysis of the strategic imperatives outlined in the seminal EU report, Fundamental Rights of Older Persons: Ensuring Access to Public Services in Digital Societies. Based on this analysis and the current situation in China, the paper proposed a strategic framework for further development, including: improving legal and regulatory systems to enhance systemic support, setting tiered goals to bridge the digital divide, and establishing regular monitoring mechanisms to support evidence-based governance. This research could inform efforts to improve digital literacy among older adults in China and foster digital inclusion.
