Discursive Perspectives of Governments in old Revolutionary Areas Focusing on High-quality Development: Allocation of Attention and Its ChangesTextual Analysis Based on The Government Work Reports

Abstract
The revitalization and development of old revolutionary base areas is an important strategic task for regional coordinated development. The attention of the old area government to focus on the field of high-quality development reflects the degree of attention of the government, and its change process reflects the internal law of the government’s attention. This is of great significance to improve the efficiency of government governance. Using the text analysis method, The government work reports (2013—2023) of the five old revolutionary base areas of Jiangxi–Fujian–Guangdong, Shaanxi–Gansu–Ningxia, the Left and Right Rivers, Dabie Mountain, and Sichuan–Shaanxi as the analysis text for analysing the allocation of attention of the governments of the old areas in coordinating the process of high-quality development. The results show that the old revolutionary base areas always take economic construction as the center, political construction as the leadership, cultural, social and ecological civilization construction go hand in hand, and the five-sphere integrated coordinated development presents obvious regional characteristics. In terms of attention change, the attention change of all dimensions is generally stable and partially tortuous, showing a trend of clear rise and fall and stable change, while the proportion of attention allocation focusing on the ecological civilization dimension increases and fluctuates in stages. It is suggested that the government of the old area should establish an attention allocation mechanism to avoid the time lag of the policy introduction, distinguish “flexible” and “rigid” attention to strengthen policy coordination, and strengthening the allocation of attention to ecological progress and improve coordination in distribution.
