Path of Fully Implementing the “Shoulder to Shoulder” Approach for Village Level Organizational Leaders

Abstract
Implementing the “one shoulder responsibility” of village level organization leaders can effectively strengthen the Party’s comprehensive leadership over rural work, fully implement the concept of people’s democracy throughout the entire process, and coordinate the promotion of the “three governance integration” rural governance system. At present, the head of village level organizations is facing problems such as difficulty in meeting the needs of party members and talents, the need to appease and compensate those who have left the village “two committees”, and the difficulty in supervising the village party organization secretary who is “shoulder to shoulder”. In view of this, it is necessary to improve the talent cultivation and selection mechanism, steadily arrange the withdrawal of village “two committees”, establish a systematic and standardized supervision system. Making those measures to improve and strengthen the guarantee measures can promote the full release of institutional effectiveness of village level organizational leaders “shoulder to shoulder” in rural areas, and lay a solid foundation for achieving comprehensive rural revitalization.
