The factors affecting the performance of cross-border e-commerce industry are causal and complex. It is of great practical significance to improve the development level of cross-border e-commerce in China on the basis of saving resource allocation. This paper took 31 provinces (regions and cities) in China as the research object, used the three-stage DEA model to measure the performance of China’s cross-border e-commerce industry, and used the fuzzy set qualitative comparative analysis method to analyze the combined effects of economic environment, trade environment, e-commerce environment, logistics level, talent environment, technological innovation, policy environment and internet level on China’s cross-border e-commerce industry performance. The study found that the efficient development of cross-border e-commerce industry needs the joint action of multiple factors, and the factor configuration of cross-border e-commerce industry development in different regions is different. The efficient development of regional cross-border e-commerce industry can be achieved through four paths: distance-oriented, external promotion, comprehensive drive and policy balance. Based on the empirical results, the paper puts forward some suggestions, such as combining time and place, making full use of regional advantages, flexibly adjusting the focus of development, promoting the high-quality development of industry, fully tapping the development potential, adjusting the trend of advantageous resources, promoting the large-scale operation of industry, and improving supporting policies and measures.
