Abstract
In the process of historical evolution, the phenomenon of institutional transplantation often occurs between different cultural structures. Institutional transplantation transfers the effective factors of one culture to the matrix of another culture, thus changing the culture. System effectiveness refers to the function that system can bring creative results. However, the process of institutional transplantation is not plain sailing, but will encounter the force of reform and integration, rejection and backfire of the original culture. Culture has inertia, which will hinder the transformation and integration of the original culture to the institutional transplantation, and will also produce rejection or even backfire, affecting the success of the institutional transplantation. This reality brings us new enlightenment. Overcoming the inertia of traditional culture and actively promoting the transplantation of effective system are the future way out of cultural change.
