Short Board of Rural Grass-roots Control and Countermeasures Under Epidemic Prevention and Control

Epidemic prevention and control has conducted a serious test on the governance system and governance capacity of our country’s townships. The shortcomings of rural grass-roots governance exposed in this test include the following points. The leading role of village-level party organizations in rural governance needs to be strengthened. Although the work system of rural governance has been established, its adaptation is not strong. Simple technical management is difficult to stimulate the work efficiency of grass-roots level management truly. Crisis is also a turning point. We should actively face up to these shortcomings and carry out systematic analysis and comprehensive response. First, we should strengthen the leading role of village-level party organizations in rural governance by adhering to intra-party education and training, rectifying party organizations in weak and lax villages, and strictly enforcing party rules and disciplines. Secondly, we should improve the system design and give some self-governance mechanism, incentive mechanism and fault-tolerant mechanism to the rural cadres to enhance the adaptability of the rural governance system. Finally, we want to carry out wisdom management energetically, move toward cogovernance from divide and conquer, replace responsibility upward as serving downward, improve working efficiency of basic-level government.
