Abstract
" Double first-class initiative” requires cultivating talents with international vision and increasing the proportion of international students. Training international talents has promoted the internationalization process of higher education. However, the difficulty of learning Chinese and most Chinese universities’ lack of sufficient international fame have led to some problems of the internationalization of higher education. By investigating the world powers’ relevant policies of attracting international students and analyzing the two-way data of Chinese students abroad and international students in China since the " double first-class initiative”, it explores the path of promoting the quality development of international exchanges.
