Strategy of China's Science and Technology System Reform From the Perspective of Open Innovation

  • The reform of the science and technology system is an important part of China's comprehensive deepening of reforms. It is the fundamental requirement for implementing innovation-driven development strategies and building an innovative country. Since the 1980s, China's science and technology system reform has undergone four stages: the initiation, the deepening, the comprehensive advancement, and the comprehensive deepening. In this process we have accumulated much experience,meanwhile we have encountered some problems. From the perspective of open innovation, we should continue to promote the reform of China's science and technology system by promoting enterprises as the leading force, increasing investment in basic research, improving the management mechanism for funds, post-subsidy policies, and personnel training mechanisms.
