    Abstract
  • Based on the concept of gross control of pollutants emission and trade of pollutants emission permits, the basic theory and market mechanism were discussed. The economic effectiveness, environmental effectiveness and social effectiveness of gross control of pollutants emission and trade of pollutants emission permits were analyzed. The disturbing and trade patterns of pollutants emission permits were also expounded.
