Abstract:
The aim of this study is to explore the factors influencing the implementation of PPP projects in the red cultural industry and to identify the key influencing factors, with the intention of providing theoretical guidance and practical reference for the smooth implementation of red cultural industry projects under the PPP mode. Firstly, the index system of influencing factors for the implementation of PPP projects in the red cultural industry was identified and constructed from four dimensions: government, society, system, and the project itself, by using the literature review method and the expert consultation method. Subsequently, a G1-DEMATEL based analysis model of the influencing factors for implementation was developed by combining the G1 method and the decision experiment and evaluation experiment method (DEMATEL). Industry experts were then invited to determine the sequence relationship between the evaluation indicators, according to which the corresponding weights of each index were calculated. The direct impact matrix was established through the ratio of the index weights. And the influence degree, affected degree, centrality and causality degree were calculated using the DEMATEL method to determine the key influencing factors for the implementation of PPP projects in the red cultural industry. The results indicate that the top five indicators of centrality are government policy implementation ability, government credit level, past PPP project experience, whether there is a special fund for red cultural industry PPP projects, and the completeness of laws and regulations, all of which play a decisive role in the successful implementation of PPP projects in the red cultural industry.
